Bug #2677: fix drawing and functional differences between P2J GUI and 4GL GUI
./toggle_box/gui/tbx_present.p clicking on an any scrollbar button leads to its content disappears.

This bug is found on the current trunc version for the web client. Steps to reproduce are
1) Resize the window to a smaller size until the scrollbars appear without thumbs and the window size is small enough to show only a one check box. (squeeze_step.png)
2) Click on any one of the displayed scrollbars buttons, then the window content disappears and there is some background browser processing that prevents any users action except close the web page!(click_on_scrollbar_button.png)

The same bug is reproduced for the swing client too.

The bug is related to the scroll pane component and can be reproduced for any test program. For an example, ./combo_box/combo_box9_1.p.
