before-table options not inherited from the after-table (like NO-UNDO, SHARED, etc)

At least the NO-UNDO options needs to be inherited by the before-table, if is set at the after-table.

The other of interest which I'm pretty sure need to be inherited are NEW, GLOBAL, and SHARED options. I'm working on adding NO-UNDO and the share-related options at the before-table, in annotations/record_scoping_prep.rules.
