This issue was identified during #6615.

FOCUS should only return field-level (frame child widgets or other frames) legacy widgets.

I already created a fix for this, see the checked in file 6615.20220823.diff in #6615. But the changes caused ChUI and GUI regressions. Apparently the rules of FOCUS are more complex than I initially thought.
