We need to log in a very visible fashion ahead of when certificates will expire. In #11398 a customer had a root CA and one of the server's cert expire unexpectedly.
We should log at a configurable interval defaulting to something like 2 months ahead, 1 month ahead, 3 weeks ahead, 2 weeks ahead, 1 week ahead and every day thereafter).
All known certs should be supported this way.
