This issue can be reproduced only with the web client. The swing client doesn't have this issue. It was found in #4955-413, #4955-414.

New information: if the following settings are set for the web client, then the issue isn't reproduced.

Thus this bug can be reproduced only if saved drawings are in use.

I observed that the minimize caption button after resize operation loses its widget region and becomes nonfunctional. But this window can be minimized via its title bar context menu and then restoring its normal state refreshes widget regions and the minimize button becomes working properly.
