It should be possible to run conversion with just the FWD jar(s) in place. Today, I think we actually need the p2j/rules/ subdirectory to be available since we don't load conversion rules from the jar except in the runtime conversion used by dynamic database support.
The filesystem should still be honored if it exists but by default the jar should be the source of conversion rules.
